What is the Housing Choice Voucher Program?
The Section 8 Housing Choice Voucher (HCV) Program is rental subsidy funded by the Department of Housing and Urban Development (HUD) and is generally managed by Local Housing Authorities (LHA).
How do I know if I may qualify?
A thorough review of income, assets, and allowable deductions is completed by Hagerstown Housing Authority (HHA) before an applicant can be determined eligible. In order to qualify for HCV, your total family income must not exceed 50% of median income for the Hagerstown area.

What happens after I apply?


  • After receipt of your application and determination of income eligibility is made, your name will be placed on a waiting list. Placement on the waiting list is determined by Preference Points. Points are given to residents of the City of Hagerstown, applicants who are elderly or disabled and date and time of application.

  • As soon as you have been notified that you are eligible and that a voucher is available, you may begin your search for housing. You may contact Hagerstown Housing for a list of landlords and properties already participating in the HCV Program, or you may select a rental property of your choice.

  • All rental units subsidized under the HCV Program, must first pass a Housing Quality Standards (HQS) Inspection required by HUD. The inspection will be performed by HHA at no charge to you.

  • In order to determine continued eligibility in the HCV Program, an Annual Re-certification is required by HUD for all families. During that re-certification, your family composition and income deductions will be reviewed. An annual inspection will also be performed to ensure that the property continues to meet HUD and HHA standards for safe, decent and affordable housing.
